City Center project moves forward to preconstruction phase.
City staff presented a project update and Sunset Development reviewed the City Center project schedule. Site work on the office portion of the project is expected to begin in Spring 2009.

City Council Meeting December 11, 2007
Denied appeal of Planning Commission Resolutions pertaining to the certification of the City Center Final Subsequent Environmental Impact Report and Approval of the City Center Project.
Staff reviewed the grounds for appeal cited by San Ramon For Open Government (SROG). The Grounds for the appeal include concerns regarding: traffic, General Plan compliance, public safety, growth inducement, constraints on the City use component, effect on nearby wetlands and habitat, lack of park land/open space dedication, hidden costs to City residents and view degradation. Staff stated that the final SEIR provides detailed information about project impacts and proposed mitigation.
The City of San Ramon City Council considered the appeals of the City Center Project Final Subsequent Environmental Impact Report and related Project approvals by the San Ramon for Open Government and found that the appeal is without merit and accordingly adopts Resolution 2007-205 denying said appeal with the congestion management amendment. The motion was passed 5-0.

Approval of the final Subsequent Environmental Impact Report (FSEIR) and the City Center Mixed Use Project
The Planning Commission having certified the Final Subsequent Environmental Impact Report (FSEIR) through the adoption of Resolution 12-07 and considered the proposed entitlements for the City Center Mixed Use Project and project findings accordingly, adopt Resolution 13-07 approving the City Center Mixed Use Project subject to the conditions of approval and Mitigation Monitoring and Reporting program.

October 2, 2007, the Planning Commission declared their intent to move forward with the project and directed staff to prepare draft conditions of approval. Staff prepared the draft conditions of approval, which addressed Planning Commission comments, highlight special operational requirements, avoid nuisances, land use conflicts, and emphasized the development requirements of the City and affected agencies.

At a special meeting on February 22, 2007, on a motion by the City Council, the Council directed the City Manager to take all actions necessary, including signing the development application, to proceed with the standard Planning entitlement review process for the San Ramon City Center project.
