No.  The City Attorney cannot provide legal services to the general public.  Individuals must retain private attorneys for personal matters.

What is the difference between the District Attorney’s office and the City Attorney’s office?
The City Attorney is appointed by the Mayor and City Council.  The City Attorney's Office provides legal services to the Mayor and City Council, City departments, boards, commissions and staff. 

The District Attorney’s Office is responsible for the prosecution of felony and misdemeanor crimes in Contra Costa County and has specialized divisions.  The Consumer Protection Unit investigates and prosecutes cases such as deceptive advertising, tax evasion, employer fraud, and other economic crimes committed by businesses.
