Consent Calendar items are considered routine and are acted upon by the City Council with a single action.  Members of the audience wishing to provide public input may request that the City Council remove the item from the Consent Calendar.

SPECIAL PRESENTATIONS

5.1

Special Presentation to Mark Ballock in recognition of his years of service to the Arts Foundation. Presentation by Program Manager Kathi Heimann.

5.2

Recognition of the 2013 “Building Bridges” Sponsors:  Chevron, Delta Bluegrass, The Home Depot, Safeway, Scott's Miracle-Gro, PG&E, and Waste Management.  Introduction by Steven Liao.  Presented by Mayor Clarkson.

PUBLIC COMMENT

Members of the audience are encouraged to address the City Council on any non-agenda item.  However, no Council action can be taken at this meeting on issues raised during Public Comment.  Those wishing to have an item brought before the City Council for consideration must request so during a City Council meeting.  Upon Council approval, the item will be placed on the Council Policy Committee Agenda for further consideration.

For the first round of Public Comment on non-agenda items, the first five people to submit Public Comment cards to the City Clerk will have three minutes to address the Council on matters not on the agenda.  The Public Comment cards must be submitted to the City Clerk prior to the commencement of the meeting.  Any additional Public Commenters will be accommodated later in the meeting.

Approve the formation of Community Facilities District No. 2014-1 (Public Facilities and Services) “CFD”, hold a Public Hearing and Special Landowner Election, Declare the Results of the Election, and Introduce an Ordinance to Levy a Special Tax for the CFD.

Resolution No. 2014-029– Declaring Results of the Special Election and Directing Recording of the Notice of Special Tax Lien.

Ordinance (Next in Line) – Levying Special Taxes within the City of San Ramon Community Facilities District No. 2014-1 (Public Facilities and Services).

Recommendation: 

1.             That the Council conduct a public hearing on establishment of the CFD and the Future Annexation Area and following close of the public hearing adopt: and
(a)           Resolution No. 2014-026 – Approving formation of a Community Facilities District;

(b)           Resolution No. 2014-027 – Determining Necessity to Incur Bonded and Other Indebtedness; and

2.             That, following adoption of the above resolutions, the Council conduct the Special Landowner Election with the vote tallied by the City Clerk and adopt Resolution No. 2014-029 – Declaring Results of Special Election and Directing Recording of Notice of Special Tax Lien.
