CONSENT CALENDAR

Consent Calendar items are considered routine and are acted upon by the City Council with a single action.  Members of the audience wishing to provide public input may request that the City Council remove the item from the Consent Calendar.

Ordinance 449 – Repealing and Replacing Chapter XII of Division B6 of
Title B of the Municipal Code relating to Stormwater Management and Discharge Control. Staff Report

Recommendation:  Adopt Ordinance 449.

4.2

Resolution No. 2014-040 – Authorizing the Mayor to Execute an Amendment to the Agreement with TRB and Associates, Inc. to Provide Building Inspection and Plan Check Services for a Two Year Period in an Amount Not to Exceed $351,000 by Increasing to the Current Agreement of $151,000 in the Amount of $50,000 for the Remainder of Fiscal Year 2013/14 and $150,000 for Fiscal Year 2014/15. Staff Report

Recommendation:  Approve Resolution No. 2014-040.

Resolution No.2014-041 – Describing New Improvements and Ordering the District Engineer to Prepare and File the Landscaping and Lighting District
No. 1984-1 Engineer’s Report for FY 2014-15. Staff Report

Recommendation:  Approve Resolution No. 2014-041.

Resolution No. 2014-042 - Authorizing the City Manager to Execute Program Supplement Agreement No. N012 to Administering Agency-State Agreement
No. 04-5437R with the State of California for Construction and Construction Engineering for the San Ramon Valley Boulevard Pavement Rehabilitation Project (CIP 5539), Federal Aid Project No. STPL-5437(027). Staff Report

Recommendation:  Approve Resolution No. 2014-042.

Resolution No. 2014-043 – Establishing a Rate of $35 Per Equivalent Runoff Unit for FY 2014-15 for the National Pollutant Discharge Elimination System Stormwater Program and Requesting that the Contra Costa County Flood Control and Water Conservation District Adopt an Annual Parcel Assessment. Staff Report

Recommendation:  Approve Resolution No. 2014-043.

Introduction of Resolution No. 2014- (next in line) – Establishing Fees and Charges for Various Municipal Services for Fiscal Year 2014-15 and Repealing Resolution
No. 2013-043.  Staff Report

Recommendation:  Introduce Fee Resolution; Set Public Hearing for the
May 13, 2014 City Council Meeting.

Minute Order No. 2014-009 – Authorizing Vice Mayor O’Loane to attend the Association of Bay Area Government Spring General Assembly on April 17, 2014 as the City’s Voting Delegate and Appointing Cm. Hudson as the Alternate Voting Delegate. Staff Report

Recommendation:  Approve Minute Order No. 2014-009.

SPECIAL PRESENTATIONS

5.1

Proclamation Designating April 2014 as “Alcohol Awareness Month.”  Presented to Discovery Counseling Center’s Alcohol Policy Coordinator Patty Hoyt by Mayor Clarkson.

5.2

Proclamation Recognizing April 6-12, 2014 as “National Volunteer Week”.  Introduction by Mary Ann Wilkman/Kathi Heimann. Presentation by Mayor Clarkson to Mark Ballock and Martin Bradley on behalf of all City Volunteers. 

5.3

Recognition of the 10th Annual Street Smarts Storybook Poster Contest Winners: Darpan Singh, Phedora Layanto, Alexandra Ren, Aishwarya Agashe, Aditya Pachpande, Pari Saluja, Sumukh Cadpakar, and Rishika Vinnakota.

PUBLIC COMMENT

Members of the audience are encouraged to address the City Council on any non-agenda item.  However, no Council action can be taken at this meeting on issues raised during Public Comment.  Those wishing to have an item brought before the City Council for consideration must request so during a City Council meeting.  Upon Council approval, the item will be placed on the Council Policy Committee Agenda for further consideration.

For the first round of Public Comment on non-agenda items, the first five people to submit Public Comment cards to the City Clerk will have three minutes to address the Council on matters not on the agenda.  The Public Comment cards must be submitted to the City Clerk prior to the commencement of the meeting.  Any additional Public Comments will be accommodated later in the meeting.
