CITY OF SAN RAMON – COUNCIL MEETING
March 25, 2014
A regular meeting of the City Council of the City of San Ramon was held March 25, 2014 at 7:00 p.m. in the City Council Chamber at City Hall, 2222 Camino Ramon, Mayor Clarkson presiding.
PRESENT: Councilmembers Hudson, Perkins, Sachs, and Mayor Clarkson.
ABSENT: Vice Mayor O’Loane.
STAFF PRESENT: City Manager Greg Rogers, Interim City Attorney Bob Saxe, Police Chief Joe Gorton, Director of Planning and Community Development Director Phil Wong, Division Manager Esther Lucas, Division Manager Lisa Bobadilla, Senior Analyst Steven Spedowfski, Specialist PJ Dhoot, and City Clerk Renee Beck.
CALL TO ORDER/ROLL CALL
PLEDGE OF ALLEGIANCESpandana Spelling Bee contestant Akil Iyer led the Pledge of Allegiance.

(#4.1) Register of Demands as Presented by the City Treasurer (Period ending February 28, 2014.)
(#4.2) Minute Order No. 2014-009 – Authorizing Approved Cumulative Expenditures with Presynct Technologies Inc. in an Amount Not to Exceed $71,000 for Fiscal Year 2013/14.
(#4.3) Minute Order No. 2014-010 – Appointing Debbie Choy as Alternate #1 to the Economic Development Advisory Committee.
(#4.4) Resolution No. 2014-038 – Authorizing the Mayor to Execute an Agreement with Maze and Associates for Audit Services for a Three Year Period With an Option to Extend for Two Additional Years in an Amount Not To Exceed $150,377.
Cm. Sachs’ motion to approve items #4.1 through #4.4 was seconded by Cm. Perkins and approved 4-0-1-0; Vice Mayor O’Loane was absent.
(#5.1) Recognition of the Spandana Spelling Bee 2014 Winners:
Junior (Grade 1-3) – Anisha Rao, Aditya Popuri, Rishik Gandhasri
Intermediate (Grade 4-5) – Rutvik Gandharsri, Aarush Aitha, Sujana Sridhar
Senior (Grade 6-8) – Shirlyn Prabhakar, Akil Iyer, Surya Auropem
Presented by Mayor Clarkson.
Mayor Clarkson presented certificates to the winners of the 2014 Spandana Spelling Bee. Certificates were also presented to Boy Scouts from Troop 621 for their assistance at the spelling bee.
(#5.2) Presentation of New Citizen’s Request Management (CRM) system. Presentation by IT Division Manager Rick Maria.
Division Manager Rick Maria presented the City’s new CRM system which should be operational in early to mid-May.
Resident Greg Carr shared his ideas on how the City Hall project should proceed.Resident Robert Klingner thanked the Council for their work on the City Hall design. Resident Jim Blickenstaff stated there was no outreach to include the public in the City Hall process.

CITY COUNCIL APPOINTMENTS
(#8.1) Senior Advisory Committee Appointments.
Cm. Perkins’ motion to appoint Monzell McFaddin, Sharyn Rossi, and Verna B. Dow to serve on the Senior Advisory Committee with terms to expire in April 2016 was seconded by Cm. Hudson and approved 4-0-1-0; Vice Mayor O’Loane was absent.
(#8.2) Arts Advisory Committee Appointments.
Cm. Perkins’ motion to appoint Elizabeth Brathwaite and Phyllis Morgan to serve on the Arts Advisory Committee with terms to expire in April 2016 was seconded by Cm. Hudson and approved 4-0-1-0; Vice Mayor O’Loane was absent.
(#8.3) Library Advisory Committee Appointments.
Cm. Perkins’ motion to appoint Sherry Rosso to the Library Advisory Committee for a term expiring in April 2015, Catherine Grijalva and Tracy Boyle to terms expiring in April 2016, and Lisa Endo as Alternate #2 for a term expiring in April 2016 was seconded by Cm. Hudson and approved 4-0-1-0; Vice Mayor O’Loane was absent.
APPROVAL OF MINUTES
(#9.1) Minutes of the March 11, 2014 regular City Council meeting.
Cm. Perkins’ motion to approve the March 11, 2014 minutes was seconded by Cm. Sachs and approved 4-0-1-0; Vice Mayor O’Loane was absent.
(#11.1) Resolution No. 2014-039 - Designating Paddington Way, Paddington Court, Queensbury Way, and Wimbledon Court as Permit Parking Area “Q” Under the City’s Residential Permit Parking Program for a Period of 12 Months, Restricting Parking with a Valid Permit.
Residents of the Campton community Lu Zhang and Clay Chen thanked the Council for taking this action.
Cm. Perkins motion to approve Resolution No. 2014-039 was amended by Cm. Sachs to include a six month review of the permit parking impact and passed 4-0-1-0; Vice Mayor O’Loane was absent.
(#11.2) Public Hearing: Introduction of Ordinance (next in line) – Repealing and Replacing Chapter XII of Division B6 of Title B of the Municipal Code relating to Stormwater Management and Discharge Control.
Cm. Hudson’s motion to approve item #11.2 (Ordinance - next in line) was seconded by Cm. Sachs and approved 4-0-1-0; Vice Mayor O’Loane was absent.
