MINUTES OF THE
CITY OF SAN RAMON – COUNCIL MEETING
April 8, 2014

A regular meeting of the City Council of the City of San Ramon was held April 8, 2014 at 7:14 p.m. in the City Council Chamber at City Hall, 2222 Camino Ramon, Mayor Clarkson presiding. 
PRESENT:  Councilmembers Hudson, O’Loane, Perkins, Sachs, and Mayor Clarkson.
STAFF PRESENT:  City Manager Greg Rogers, Interim City Attorney Bob Saxe, Police Chief Joe Gorton, Planning and Community Development Director Phil Wong, Engineering Director Maria Fierner, Division Manager Lisa Bobadilla, Chief Building Official Vance Phillips, Recreation Supervisor Mary Ann Wilkman, and City Clerk Renee Beck.

CALL TO ORDER/ROLL CALL

PLEDGE OF ALLEGIANCE

General Manager of Dublin San Ramon Services District Bert Michalczyk led the Pledge of Allegiance.

ANNOUNCEMENTS

(#3.1) The City Clerk stated that there are no changes to the agenda items.

(#3.2) The City Clerk stated the correct time for Planning Commission meeting is 7:00 pm. There were no other changes to the listed meetings.

CONSENT CALENDAR

(#4.1)  Ordinance 449 – Repealing and Replacing Chapter XII of Division B6 of Title B of the Municipal Code relating to Stormwater Management and Discharge Control.

(#4.2)  Resolution No. 2014-040 – Authorizing the Mayor to Execute an Amendment to the Agreement with TRB and Associates, Inc. to Provide Building Inspection and Plan Check Services for a Two Year Period in an Amount Not to Exceed $351,000 by Increasing to the Current Agreement of $151,000 in the Amount of $50,000 for the Remainder of Fiscal Year 2013/14 and $150,000 for Fiscal Year 2014/15.

Item 4. 2 was deferred for Public Comment.

(#4.3)   Resolution No.2014-041 – Describing New Improvements and Ordering the District Engineer to Prepare and File the Landscaping and Lighting District No. 1984-1 Engineer’s Report for FY 2014-15.

(#4.4)  Resolution No. 2014-042 - Authorizing the City Manager to Execute Program Supplement Agreement No. N012 to Administering Agency-State Agreement No. 04-5437R with the State of California for Construction and Construction Engineering for the San Ramon Valley Boulevard Pavement Rehabilitation Project (CIP 5539), Federal Aid Project No. STPL-5437(027).

(#4.5)  Resolution No. 2014-043 – Establishing a Rate of $35 Per Equivalent Runoff Unit for FY 2014-15 for the National Pollutant Discharge Elimination System Stormwater Program and Requesting that the Contra Costa County Flood Control and Water Conservation District Adopt an Annual Parcel Assessment.

(#4.6)  Introduction of Resolution No. 2014- (next in line) – Establishing Fees and Charges for Various Municipal Services for Fiscal Year 2014-15 and Repealing Resolution No. 2013-043. 

(#4.7)  Minute Order No. 2014-009 – Authorizing Vice Mayor O’Loane to attend the Association of Bay Area Government Spring General Assembly on April 17, 2014 as the City’s Voting Delegate and Appointing Cm. Hudson as the Alternate Voting Delegate.

Cm. Perkins’ motion to approve items #4.1 and 4.3 through #4.7 was seconded by Cm. Sachs and approved 5-0-0-0.

SPECIAL PRESENTATIONS

(#5.1)  Proclamation Designating April 2014 as “Alcohol Awareness Month.”  Presented to Discovery Counseling Center’s Alcohol Policy Coordinator Patty Hoyt by Mayor Clarkson.

Alcohol Policy Coordinator Patty Hoyt thanked the Council for bringing awareness to the issue of alcohol abuse particularly by minors.

(#5.2)  Proclamation Recognizing April 6-12, 2014 as “National Volunteer Week”.  Introduction by Mary Ann Wilkman/Kathi Heimann. Presentation by Mayor Clarkson to Mark Ballock and Martin Bradley on behalf of all City Volunteers. 

Mayor Clarkson and Recreation Supervisor Mary Ann Wilkman thanked all the City’s volunteers for the many hours of service they provide the City each year.

(#5.3)  Recognition of the 10th Annual Street Smarts Storybook Poster Contest Winners: Darpan Singh, Phedora Layanto, Alexandra Ren, Aishwarya Agashe, Aditya Pachpande, Pari Saluja, Sumukh Cadpakar, and Rishika Vinnakota.
Recognition of Poster Contest Corporate Sponsor Sunset Development.  Recognition of Dana Mentink, Storybook Author.
Introduction by Cathy DeLuca, Street Smarts Coordinator. 
Presentation by Mayor Clarkson.

Mayor Clarkson presented each winner with a certificate.  Mayor Clarkson and Ms. DeLuca thanked Dana Mentick for writing the story and Sunset Development for sponsoring the contest.

(#5.4)  Recognition of San Ramon Government 101 Graduates: Malena Adzich, Michael Bowes, Christina Burchik, Jerry Carlson, Shabbir Kaghazwala, Jay Kerr, Rene Matsumoto, Cristiano Melo, Norma Quan, Scott Rennicks, Betts Sanderson, Janis Silva, Eric Wallis, Tammy Wallis, Caleb Wan, Shirley Willmore, Darryl Young  Introduction by City Clerk Renee Beck.  Presentation by Mayor Clarkson.

Mayor Clarkson presented each participant with a certificate and thanked them for their interest in local government. He urged them to get involved in the community.

PUBLIC COMMENT

Resident Jim Blickenstaff requested the City contact BART regarding having a representative provide a presentation on an east/west connection between Walnut Creek and Dublin.  He asked to provide a presentation to the City Council regarding the Norris HOV ramps.

DEFERRED CONSENT ITEMS

The staff report was provided by Chief Building Inspector Vance Phillips.  Jim Gibbon requested his comments be read into the record.  He stated that he believes the use of outside contractor’s for inspection services is illegal.

Cm. Hudson’s motion to approve items #4.2 was seconded by Cm. Sachs and approved 5-0-0-0.

CITY COUNCIL APPOINTMENTS

(#8.1) Transportation Advisory Committee Appointments.

Cm. Perkins’ motion to appoint Harvey Riggs, Victoria Walker, and Mark Ballock to serve on the Transportation Advisory Committee with terms to expire in January 2016 and Martin Lev to a term expiring in January 2015 was seconded by Cm. Hudson and approved 5-0-0-0.

(#9.1) Minutes of the March 25, 2014 regular City Council meeting.

Cm. Sachs’ motion to approve the March 25, 2014 minutes was seconded by Cm. Perkins and approved 4-0-0-1; Vice Mayor O’Loane abstained.

(#11.1)  Presentation by Dublin San Ramon Services District (DSRSD) and Zone 7 Regarding Current Drought Conditions and Water Conservation Efforts.
Introduction by Engineering Director Maria Fierner.

CITY MANAGER COMMENTS

(#12.1)  Update:  City Hall Construction Project.

Division Manager Phil Wong updated the Council the type of glass and its energy efficiency to be used in the City Hall project.  He added the white on the Community Center is almost the same as the color proposed for City Hall.
