MINUTES OF THE
CITY OF SAN RAMON COUNCIL MEETING
June 10, 2014

A regular meeting of the City Council of the City of San Ramon was held June 10, 2014 at 7:05 p.m. at the Dougherty Valley Performing Arts Center, Mayor Clarkson presiding. 
PRESENT:  Councilmembers Hudson, O’Loane, Perkins, Sachs, and Mayor Clarkson.
STAFF PRESENT:  City Manager Greg Rogers, Interim City Attorney Bob Saxe, Police Chief Joe Gorton, Planning/Community Development Director Phil Wong, Senior Analyst Julie Vargas, Assistant Planner Ryan Driscoll, and City Clerk Renee Beck.

Resident and Vice Chair of the Economic Development Advisory Committee Walt Trembley led the pledge.

CONSENT CALENDAR

(#4.1)  Adoption of Ordinance 451 – Amending the Municipal Code as to Filling Vacancies on Boards and Commissions.

(#4.2)  Minute Order No. 2014-016 – Authorizing the City Manager to Enter into Annual Contracts with Kris Milligan and Bay Area Children’s Theatre for Contracts Which are Expected to Exceed $50,000 Annually.

(#4.3)  Minute Order No. 2014-017 - Accepting the Work by World Priority Construction for the San Ramon Olympic Pool Gas Chlorine Conversion Services Project (CIP No. 5565) as Complete and Authorizing the City Clerk to File a Notice of Completion with the County Recorder's Office.

(#4.4)  Minute Order No. 2014–018 – Authorizing an Appropriation in the Amount of $45,323 from Dougherty Valley CSA M-29 Reserves for Traffic Signal Wire Theft Repair.

(#4.5)  Resolution No. 2014-056 – Authorizing the Mayor to Execute an Agreement with Water Rock Construction Corporation for the Construction of the Bollinger Canyon Road Culvert Repairs Project (CIP 5548C), in an Amount Not to Exceed $225,000.

(#4.6)  Resolution No. 2014-057 – Authorizing the Mayor to Execute Amendment No. 4 to the Agreement with Casey Printing, Inc. for the Printing of the Recreation Guide, San Ramon Restaurant Guide, Performing Arts Season Brochure, and City Newsletters for a Time Extension from July 1, 2014 to June 30, 2015 and in an Additional Amount Not-to-Exceed $70,901 for a Cumulative Total of $327,401.

(#4.7)  Resolution No. 2014-058 – Repealing Resolution No. 2013-117 and Amending the Parking Restrictions Master Street List Establishing Restricted Parking Zones in the City of  San Ramon as per Title B, Division B-8, Chapter I, Article 1, Section
B8-1, Stopping, Standing or Parking – Curb Marking Designations.

(#4.8)  Resolution No. 2014-059 – Authorizing the Mayor to Execute Amendment No. 5 to the Memorandum of Understanding Between the City of San Ramon, the County of Contra Costa and the Contra Costa Community College District for Operation of the Dougherty Station Library.

(#4.9)  Resolution No. 2014-060 – Authorizing the Mayor to Execute Amendment No. 1 to the Contract (C2013-029) with Boyd & Associates for One (1) Additional Year Through June 30, 2015; and to Provide for Additional Funds of $50,000 for a Total Cumulative Contract Amount Not-to-Exceed $150,000.

(#4.10)  Resolution No. 2014-061 – Approving the Statement of Investment Policy for Fiscal Year 2014-2015.

Cm. Perkins’ motion to approve items #4.1 through #4.6 and items #4.8 through 4.10 was seconded by Cm. Sachs and approved 5-0-0-0.

Cm. Perkins’ motion to approve items #4.7 was seconded by Cm. Hudson and approved
4-0-0-1; Clarkson abstain.

SPECIAL PRESENTATIONS

(#5.1)  City Center Update.  Introduction by Planning/Community Development Director Phil Wong.  Presentation by Alexander Mehran Jr., President and Chief Operating Officer, Sunset Development Company and Antonio Belvedere, Partner, Renzo Piano Building Workshop, (Paris, France).

Alexander Mehran, Jr. provided the genesis of the project.  Antonio Belvedere gave a presentation of the works of the Renzo Piano Building Workshop and then presented the City Center project to the public.

Resident Robert Klingner supported the project. He feels the design will attract young people.  He would like to see a local shuttle bus.

Resident John Dickenson asked about the reduction in the project size with regard to the different uses such as hotel, retail, office, etc.

Resident Paul Desmarais asked about the height limitations on the buildings.  He also asked about financial obligations of the City with regard to this project.  He requested a timeline of the approval phases.

Resident Michael Jones requested solar be added to the roof of the project.  He also asked if service access to the buildings would be underground. He also asked for easy parking access and wide sidewalks.

Resident Herb Moniz stated that the project looks great and should move forward.

Resident Jim Blickenstaff liked the synergy between business, the City, and the public.

Resident Andy Li asked for plentiful bicycle parking.

Resident Mary Ciminello stated her concerns with traffic coming off the freeway onto Bollinger Canyon Road.

Mayor Clarkson requested a break at 8:56 p.m. The meeting reconvened at 9:17 p.m.  All Councilmembers were in attendance.

PUBLIC COMMENT

Resident Herb Moniz thanked San Ramon Police Sgt. Cerruti for stopping to help his niece when her truck broke down in the road.

APPROVAL OF MINUTES

(#9.1) Minutes of the May 21, 2014 special City Council meeting.

Cm. Perkins’ motion to approve the May 13, 2014 minutes as presented was seconded by Cm. Sachs and approved 5-0-0-0.

(#9.2) Minutes of the May 27, 2014 regular City Council meeting.

Cm. Sachs’ motion to approve the May 13, 2014 minutes as presented was seconded by Cm. Hudson and approved 5-0-0-0.

UNFINISHED BUSINESS

(#10.1)  Resolution No. 2014-062 – Approval of Contract with Sunset Development Company to Design and Construct a City Hall Building.

Cm. Hudson’s motion to approve Resolution No. 2014-055 was seconded by Cm. Perkins and approved 5-0-0-0.

(#10.2)  Public Hearing: Resolution No. 2014-063 – Confirming the Landscaping & Lighting District No. 1984-1 Diagram and Assessments and Levying the Landscaping & Lighting District No. 1984-1 Assessments for Fiscal Year 2014/15 and Adopting an Amended Engineer’s Report for Fiscal Year 2014/15.

Mayor Clarkson opened the public hearing.  There were no requests to speak.  Mayor Clarkson closed the public hearing.

Cm. Sachs’ motion to approve Resolution No. 2014-055 was seconded by Cm. Hudson and approved 5-0-0-0.

NEW BUSINESS

(#11.1)  Public Hearing:  Introduction of Ordinance (next in line) – Approving the Prezoning (Prezone 14-610-001) of Approximately 22.89 Acres in Gale Ranch Phase 4 as Parks and Recreation (P) for Phase I of Rancho San Ramon Community Park.

Resolution No. 2014-(next in line) – Making an Application to the Local Agency Formation Commission (LAFCO) Requesting Initiation of Proceedings for Reorganization Pursuant to the Cortese-Knox Local Government Reorganization Act of 2000 for Dougherty Valley Annexation #16  – Phase I Rancho San Ramon Community Park.

Mayor Clarkson opened the public hearing.  There were no requests to speak.  Mayor Clarkson closed the public hearing.

Cm. Hudson’ motion to introduce the ordinance, waive the reading, and set July 8, 2014 for adoption of the ordinance and the resolution was seconded by Cm. Sachs and approved 5-0-0-0.

(#15.2)  Pursuant to Government Code §54957.6 to meet with the City Council’s Labor Negotiators: Steve Harman, Karen McNamara, Eva Phelps, and Bob Saxe concerning Negotiations with the San Ramon Police Officers Association.

(#15.3)  Report on Closed Session.

No action was taken.
