GEOLOGIC HAZARD ABATEMENT DISTRICT NO. 1990-01 MEETING

September 9, 2008

A regular meeting of the City of San Ramon Geologic Hazard Abatement District No. 1990-01 was held September 9, 2008 at 6:48 p.m. in the City Council Chamber at City Hall, 2222 Camino Ramon, Board Chair Wilson presiding.
PRESENT:  Board Members Hudson, Perkins and Rowley, Board Vice Chair Livingstone, and Board Chair Wilson
STAFF PRESENT:  City Manager Herb Moniz, City Attorney Byron Athan, Senior Engineer Robin Bartlett, and District Clerk Patricia Edwards.

NEW BUSINESS

(#9.1) Geologic Hazard Abatement District No. 1990-01 (GHAD) – Adopt Resolution GHAD 2008-009 – Accepting Ownership of a Certain Open Space Parcel in Subdivision 8507 Adjacent to the Dougherty Valley High School from the San Ramon Valley Unified School District (Portion of APN 223-010-014).

The staff report was presented by Robin Bartlett, Senior Engineer.  Land transfers between governmental agencies do not require a parcel map in accordance with the Subdivision Map Act (SMA).  The City will issue a Certificate of Compliance per the SMA.  The parcel is approximately 1.7 acres and does not have any GHAD improvements.  An increase in routine GHAD expenditures is not anticipated. 

Mbr. Hudson asked if the property will be jointly owned by the City and the School District.  Mr. Bartlett stated this property is not a parcel and so a grant deed cannot be executed.  The City will own this property which is located between Dougherty Valley High School and Alamo Creek.  The creek property is owned by Shapell.

Mbr. Perkins asked if there are any anticipated costs or GHAD fees associated with this property.  Mr. Bartlett responded that no costs are anticipated.  He stated that the School District pays a GHAD assessment based on square footage.  Mbr. Perkins asked if this land is contiguous to any other City GHAD parcel.  Mr. Bartlett replied that it is not.

Board Chair Wilson asked if the creek could impact this property.  Mr. Bartlett responded that future costs will probably be associated with other parcels which are down slope.  Vice Chair Livingstone questioned the amount of annual GHAD fees paid by the School District.  Mr. Bartlett replied that he will research the issue and provide the answer. 

Mbr. Hudson’s motion to adopt Resolution GHAD 2008-009 was seconded by Vice Chair Livingstone and passed 5-0.

At 6:56 p.m., there being no further business, Board Chair Wilson adjourned the meeting.
