San Ramon Golf Course Fencing Proposal

On October 5, 2018, the San Ramon Golf Club submitted a Land Use Permit application (LUP 18-500-005) to install  perimeter fencing throughout the golf course property (eight parcels) with a primary address of 9430  Fircrest Lane.  The stated intent of the proposed fencing would be for security reasons to reduce high risk hazards such as  trespassing, vandalism, injury to neighbors, and to deter crime. The Applicant has conducted a site survey of the property and has submitted a fencing plan that identifies where the proposed fencing would be installed. 

The subject property at 9430 Fircrest Lane is zoned GC (Golf Course) and requires approval of a Land Use Permit for large-scale fencing improvements in the GC Zoning District.

On April 16, 2019, the Planning Commission held its first public hearing regarding the land use permit application.  Nearly 800 public hearing notices were sent out in advance of the April 16th Planning Commission Meeting.  Staff provided a summary of the staff report followed by a presentation by the property owner’s representative.  Over 200 people were in the audience and approximately 50 speaker cards were filled out.  All speakers spoke in opposition of the proposed fencing and more specifically objected to the proposed chain link fence abutting residential homes.  The Commission requested additional information from the Applicant regarding: property insurance standards, security measures they have taken prior to the fencing proposal, details regarding the proposed wrought iron street access gates, wrought iron gate accessibility, chain link fence installation method, and the proposed chain link fence offset from existing residential fences, how existing landscaping would be addressed, and what alternative fence materials had been considered.  The Commission continued the public hearing to June 4th to allow time for the applicant and staff to respond to the comments and questions received at the meeting.  

On June 4, 2019,  the Planning Commission continued the Public Hearing to August 6, 2019.  On July 16, 2019, the Property Owner requested a continuance of the Public Hearing "until further notice".  The City responded on July 29, 2019, with a letter notifying the Property Owner of time limits for application processing.  At the August 6, 2019  Public Hearing, the Planning Commission directed staff to prepare a Resolution denying the Land Use Permit and continued the Public Hearing to August 20, 2019, at which time the Planning Commission will  take action on the application.
