The Building and Safety Services Division would like to provide some helpful information should you be considering any improvements or modifications to your home

Purpose of Building Codes:

The purpose of various Building Codes are to provide minimum standards to safeguard life or limb, health, property, and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location and maintenance of all buildings, structures and certain equipment within this jurisdiction.

Applicable San Ramon Construction Codes

In accordance with State of California law, the following are the current applicable codes:

  • 2022 California Building Code
  • 2022 California Residential Code
  • 2022 California Electrical Code
    *Includes the Uniform Administrative Code Provisions for the 2020 National Electrical Code.
  • 2022 California Mechanical Code
  • 2022 California Plumbing Code
  • City of San Ramon Municipal & Zoning Ordinances

Pursuant to the 2022 California Building Code Section 105.1, Except as specified in Section 105.2, "Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the building official and obtain the required permit."

Pursuant to the 2022 California Residential Code Section 105.1, "Any owner or owners agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect install enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit."

Pursuant to the 2022 California Plumbing Code, Section 104.1, "It shall be unlawful for any person, firm or corporation to make any installation, alteration, repair, replacement, or remodel any plumbing system regulated by this Code except as permitted in Section 104.2, or to cause the same to be done without first obtaining a separate plumbing permit for each separate building or structure".

Pursuant to the 2022 California Mechanical Code, Section104.1, "Except as permitted in Section 104.2, a mechanical system regulated by this code shall not be installed, altered, repaired, replaced or remodeled unless a separate mechanical permit for each separate building or structure has first been obtained from the Building Official".

Pursuant to the Uniform Administrative Code Provisions for the 2020 National Electric Code, Section 89.108.4.1 Permits Required. "Except as exempted in paragraph (b) of this subsection, a written construction permit shall be obtained from the enforcing agency prior to the erection, construction, reconstruction, installation, relocation, or alteration of any electrical system".

These codes regulate not only additions or alterations but, the new installation or replacement of existing doors, windows, water heaters, landscape irrigation systems, plumbing fixtures, electrical outlets, lighting fixtures, electrical wiring including low voltage systems, mechanical systems for heating & air conditioning. Unless otherwise exempted, building, plumbing, electrical and mechanical permits are required.

Failure to comply with the various Building Codes and obtain the necessary permit may result in a Correction Notice, Stop Work Order, Administrative Hearing, Citation or Civil Injunction.

Dougherty Valley is an unique community with zoning standards and design guidelines specific to this development.
