Welcome to the Planning Commission meeting.
No new matter will commence after 11:00 p.m. and
meetings will be adjourned at 12:00 a.m. unless the Commission votes to
extend the meetings for 30-minute increments.
Members of the audience may request to speak if the
subject is listed as a PUBLIC HEARING. Please fill out a speaker card
(from the table in the rear of the Council Chamber) and hand it to the
Recording Secretary at the beginning of the meeting. The Recording
Secretary will advise the Chairperson when requests to speak are in
hand. The Chairperson will recognize you
during the course of the hearing and may specify the number of minutes you
will be allotted to speak. Such limitation will take into account the
number of persons wishing to speak and the time
available. The procedure for the hearing is to have staff make a
presentation, the applicant present the proposal and then the persons for
and against the item may speak. Finally, the
applicant has time for rebuttal. The hearing is then closed and brought to
the Commission for discussion and action. There is no further comment
permitted from the
audience unless invited by the Planning Commission.
If the applicant or his/her representative fail to
attend the Public Hearing concerning his/her application, the Planning
Commission may take action to deny the application. An application may be
entertained for continuance upon receipt of written notification of the
applicant’s inability to attend the hearing.

Request: Consistent with General Plan 2020, the City
of San Ramon is proposing a new Specific Plan on approximately 128-acres
within the Crow Canyon Planning Sub area. Implementation of the Crow Canyon
Specific Plan (CCSP) would guide the incremental redevelopment that would
create a new pedestrian-oriented neighborhood with a mix of retail, office,
residential and commercial services uses. The CCSP proposes up to 580
residential units, including affordable housing, and would develop
approximately 1.26 million gross square feet (GSF) of commercial uses. In
addition to the proposed Specific Plan, a Rezoning to Planned Development
District, and a General Plan Amendment would be needed to increases the
number of residential units above 460, as contemplated by the General Plan
2020.
Location: The Crow Canyon Specific Plan encompasses
land north of Crow Canyon Road, South of the Town of Danville, west of San
Ramon Valley Boulevard and east of the Northern Specific Plan Area.
CEQA: A Draft Environmental Impact Report for the
proposed Crow Canyon Specific Plan has been prepared in accordance with the
California Environmental Quality Act (CEAQ) of 1970, as amended.
Recommendation: Staff recommends that the Planning
Commission allow continued discussion of the motion and declare their intent
to recommend approval of the Crow Canyon Specific Plan and continue to July
5, 2005 for consideration of the Final Environmental Impact Report and
recommendation to the City Council. |

Request: This is a City initiated request that
involves the rezoning of three parcels located at the intersection of
Bollinger Canyon Road and Camino Ramon from their current zoning
designations of OA (Administrative Office) and OA/H (Administrative
Office/Height Overlay) to CCMU (City Center Mixed Use) to be consistent with
the General Plan designation of Mixed Use and a Zoning Ordinance Text
Amendment to adopt standards of development for the new zoning district.
Location: 6200 Bollinger Canyon Road, 6201 Bollinger
Canyon Road, 2678-2694 Bishop Drive (APNs: 213-133-086, 213-120-0013, and
213-133-063).
CEQA: Pursuant to the California Environmental
Quality Act of 1970, an Addendum to a previously certified Final
Environmental Impact Report (FEIR) has been prepared for this project.
Recommendation: That the Planning Commission continue
this item to June 7, 2005. |
