MINUTES OF THE
CITY OF SAN RAMON – REDEVELOPMENT AGENCY

December 8, 2009

A regular meeting of the City of San Ramon Redevelopment Agency was held on December 8, 2009, at 6:18 p.m. in the Council Chamber at City Hall, 2222 Camino Ramon, Chair Hudson presiding.
PRESENT:  Agency Members Livingstone, Perkins, Wilson, Vice Chair Rowley and Chair Hudson.
STAFF PRESENT:  Interim City Attorney Roger Peters, Executive Director Herb Moniz, Deputy Executive Director Marc Fontes, and Deputy City Clerk Renee Beck.

Chair Hudson led the Agency Board, staff, and the audience in the pledge of allegiance.

The Agency Secretary reported there were no requests for public comment.

APPROVAL OF MINUTES

Mbr. Livingstone’s motion to approve the minutes of the September 22, 2009 meeting was seconded by Vice Chair Rowley and passed 5-0.

The Agency Secretary stated that the Agency has received no written communications.

The Agency Secretary stated that there were no items of unfinished business.

NEW BUSINESS

9.1  Resolution RDA 2009-006 – Approving and Adopting the 2010-2014 Implementation Plan for the San Ramon Community Redevelopment Project.

Deputy Executive Director Fontes provided an overview of the Implementation Plan. The Plan is required every five years and includes proposed activities and the budget for the next five years. The Plan is a guideline and specific proposals will be approved by Redevelopment Agency.  The Plan projections are based on conservative assumptions for revenue and administrative costs. The Plan is based on the availability of funds without regard to the proposed “take” by the state. Any changes due to the State budgetary issues will be addressed at the mid-term review. The Plan is composed of two components, Redevelopment activities and affordable housing activities.  The Plan reviews the goals and objectives of the original adopted Redevelopment Plan with regard to fulfilling its statutory requirements and whether projects and programs eliminate blight.

Mbr. Perkins asked the status of the San Ramon Creek Project.  Mr. Fontes stated the design is 50% complete.

Mbr. Perkins asked about the specific proposal over the next four years for the Crow Canyon Specific Plan Improvements.  Mr. Fontes stated there is a list of identified projects that are budgeted.

Executive Director Moniz identified the roadway improvements along Old Crow Canyon as an example of an identified project.

Mbr. Livingstone asked why the Plan is based on the assumption that the state will not be taking any money.  Mr. Fontes stated the project list is what might be accomplished but that no money would be spent until the State’s intentions are confirmed.

Chair Hudson opened the public hearing.  There were no requests to speak.  The Public Hearing was closed.

Chair Hudson’s motion to approve Resolution RDA 2009-006 was seconded by Mbr. Perkins and
passed 5-0.

At 6:26 p.m., there being no further business, Chair Hudson adjourned the meeting.
