The meeting was called to order by Chair Harvey Riggs at 6:31 p.m. Due to lack of a quorum, no action items were taken at the meeting.
2.REVIEW AND APPROVAL OF MINUTES
Approval of the meeting minutes for September 20, 2007 will be deferred to the November 15th TAC meeting.

4.1 County Connection Citizen Advisory Committee (CAC) Status Report
Harvey Riggs provided an update on the CAC meeting. He reported that a question was raised why transit benches are not better maintained. He also indicated that problems exist with other cities where a plaque was stolen. There was discussion about using the transit benches from a specific type of wood to protect against weather and other damaging causes.
4.2 Active Residential Traffic Calming Streets Status Report
Lisa Bobadilla gave an update on the active streets as follows (1) Bollinger Canyon Road widening – the lane width causes buses to travel to close to the curb. As a result, buses are traveling over storm grates and this causes a discomfort for transit passengers. Lane closure on Bollinger Canyon Road will be between 4-6 weeks. (2) Windemere Parkway – Action plan has been set to resolve problem with signage and traffic control devices. A community meeting with attendance of 40 residents were held to discuss residents’ concerns. (3) Red Willow Road and Terra Vista/Miravilla – meeting has been scheduled to discuss visibility issue. (4) Ensenada Drive – observations to be scheduled to address traffic calming issue (5) Twin Creeks Drive and Terra Alta/Greenwich – observations are both underway (6) Bandol Way – staff is awaiting letter from resident for more information on requested traffic calming measures.
4.3 Cal High Parking Study
Lisa Bobadilla reported that the cost of the Cal High Study has been renegotiated. Jim West, consultant with Kimley Horn, will oversee the study. Completion of the study is expected in May 2008. The study will then be presented to the Cal High architectural committee, Cal High Parking Committee, City Council and TAC for review and approval.
4.4 Rutland Court Permit Parking Extension
Lisa Bobadilla provided background information on Rutland Court Permit Parking extension. She reported that staff received 100% signatures from residents in favor of permit parking extension. Rutland court has a total of 7 households. The Public Hearing is set for November 15, 2007 at the regular TAC meeting.
5.1 Measure J School Bus Program
Lisa Bobadilla gave a Power Point Presentation on the San Ramon Valley Measure J School Bus Program Report. The program focuses on "Safe Transportation for Children". The goal is to reduce traffic related congestion. The following fundamental design approach assumptions were discussed:
Lisa Bobadilla reported that the School District sent out 20,000 surveys to parents whose children attend schools in the SRV. A total of 2,700 surveys were returned. Several key issues arose from the surveys, including time to wait at bus stops, bus stop locations, and duration of the bus ride. Parents also considered a $200-400 cost for bus service reasonable.
Lisa Bobadilla stated that TAC’s input will be forwarded to the City Council for review at the October 23, 2007 meeting.
Jim McVay indicated that there was an article in the Contra Costa Times indicating the school district did not support school buses. Lisa stated that the District discontinued home-to-school bus service due to lack of ridership and costs of program.
Harvey Riggs commented that if this program succeeds, parents will get on board. The survey is part of the pre planning that must occur. He also indicated that it’s a good example of funds well spent.
Councilmember Livingstone asked about the necessary goals of this project. Lisa responded that the primary goal is traffic reduction.
6.COMMITTEE MEMBER ITEMS
6.2 Committee Member Items
Lucas Ho indicated that at the Teen Council meeting, the parking issues of Cal high was discussed. He stated that at the rear of the campus, the construction staging area has added congestion, which will clear up once construction clears.
6.2 City Council Liaison Items
Councilmember Livingston asked about the Iron Horse Trail Corridor Concept Plan. Lisa elaborated that the Iron Horse Trail concept plan is currently underway and includes a review and development of potential overpass bridges to eliminate pedestrian/bicycle crossings along at grade crossings at Sycamore Valley, Crow Canyon and Bollinger Canyon.
6.3 Planning Commission Liaison Items
The meeting was adjourned at 7:42 p.m. The next regular meeting is scheduled for November 15, 2007. Location to be determined.
