The meeting was called to order by Vice Chair Susan Gitlin at 11:10 a.m.
REVIEW AND APPROVAL MINUTES
The minutes of the January 16, 2007 meeting were approved as written.

4.1 TDM Report to City Council
Darlene Amaral informed the committee that the presentation to Council has been moved to April 24, 2007. At this time Chair Hulse mentioned that he will not be able to make the presentation on April 24, 2007. The committee recommended Tuesday, May 8, 2007 as the alternate date for the presentation to Council. Darlene will check with the City Clerk department on the new date.
4.2 2007 Spare the Air Promotion – Vanpool Program
Darlene reported that she is working with Don Talley from MarkOne to create a flyer to promote an incentive for the Vanpool Program. After meeting with the two leasing companies, the incentive has changed since the last meeting. It will still be offered during the Spare the Air Season, but is now available to the first 5 "new" vanpools with an origin or destination of Contra Costa County. During the months of July – October 2007 this special incentive will provide 5 "new" vanpools with 2 months of free vanpool leasing cost only (not to exceed $1300.00 per month). For these 5 "new" vanpools, the driver will pay for the first month lease cost and then 511 Contra Costa will pay for the next two months. The vanpool lease payment will be paid to the vanpool leasing company, not to the driver.
There was quite a discussion regarding the benefits and cost of a vanpool with the committee members. Staff will work with the following agencies/companies to help promote this incentive VPSI, Enterprise Rideshare, and 511 Regional Rideshare. The first postcard mailing should go out mid June to all employers throughout the Southwest Contra Costa County.
4.3 Transportation Commuter Fairs/Events
Darlene gave an update to the committee on her efforts to market/educate the San Ramon employers (outside of Bishop Ranch) on using commute alternatives by signing up for incentives through the 511 Contra Costa programs. Her goal this year is to target new employers, such as San Ramon Medical Center, and Courtyard by Marriott.
To date, Darlene has scheduled a Transportation Commute Fair with Leica Geosystems on April 24th and the Commons Office Park on May 10th. She will be making TDM presentations to the employees at San Ramon Post Office, Residence Inn by Marriott & Courtyard by Marriott. Also, she promoted the new route 135 to businesses within Shops at Bishop Ranch.
Marci McGuire mentioned that Bishop Ranch is offering their employees free transit on the new Route 135. This is part of the Bishop Ranch free pass program.
4.4 Bike to Work Day 2007
Darlene reminded the committee that this years Bike to Work Day is on Thursday, May 17th. She updated the committee on the San Ramon energizer stations as will as all energizer stations throughout Contra Costa County. There were posters available for the committee members to take back to their offices and she will send them the PDF as well.
5. NEW BUSINESS
5.1 City Center Project (Presentation by Phil Wong, Planning/Community Development Director)
There was a special presentation by Phil Wong, the Planning/Community Development Director on the City Center Project. Mr. Wong along with Eric Wallis (Chair) from the EDAC committee, and Marc Fontes the Cities Economic Development Director updated the committee on the progress and plans for the San Ramon City Center. Mr. Wong had handouts and poster boards to help demonstrate what the City Center will look like.
5.2 Introduction of new committee member
Darlene introduced Kevin Horan from the DVC San Ramon campus. Mr. Horan updated the committee on the new campus up in Dougherty Valley.
COMMITTEE MEMBER ITEMS
6.1 Round table discussion
Susan Gitlin brought up a question regarding school buses in the San Ramon Valley. Darlene informed the committee that the City of San Ramon and the Town of Danville are looking into providing a school bus service to some schools in the San Ramon Valley (SRV). A survey went out to parents that are registered in the SRV to measure areas of need and interest. More information will follow at our next meeting.
