1. CALL TO ORDER

The meeting was called to order by Chair Scott Hulse at 11:10 a.m.
REVIEW AND APPROVAL MINUTES
The minutes of the April 3, 2007 meeting were approved as written.
3. PUBLIC COMMENT
Harvey Riggs, liaison to the TDM Advisory Committee, attended the meeting and introduced himself to the committee. Mr. Riggs is very active and involved with the City of San Ramon and the City’s transportation issues. He is also a member of the following committees:

4. UNFISHISHED BUSINESS
4.1 TDM Report to City Council
Darlene Amaral informed the committee that the presentation to City Council took place on Tuesday, May 8th. The staff report and PowerPoint presentation were completed by staff.
Marci McGuire made the presentation to the City Council due to Scott Hulse (Chair) unexpected travel commitments. The overall presentation went very well, and Marci was able to answer Council questions.
Action item: Darlene will send all committee members the final staff report and PowerPoint presentation.
4.2 2007 Spare the Air Promotion – Vanpool Program
Darlene had flyers and postcards available for the committee members to take and hand out at their worksites. Darlene gave a brief update on the promotion and how she is working with the vanpool leasing companies and the Regional Rideshare Agency. She mentioned that the first mailing of postcards went out this month to approximately 470 employers throughout the Southwest Contra Costa County.
Action item: Darlene will update the committee on how many participants take advantage of this promotion. An update will be given at the next TDM Advisory Committee meeting in October.
4.3 Transportation Commuter Fairs/Events
Darlene gave an update on her efforts to market/educate the San Ramon employers (outside of Bishop Ranch) on using commute alternatives by signing up for the 511 Contra Costa incentive programs. Scott Hulse (Chair) asked for some examples of employers that have been marketed, so staff provided the committee with the names of employers from April – July.
Darlene also informed the committee on her efforts to educate the residents of San Ramon. She mentioned she is working with a City intern (Travis) on getting a list of all HOA’s and planning on either doing a mailing (newsletter) and/or workshop to educate the residents.
4.4 Bike to Work Day 2007
Darlene updated the committee on Bike to Work Day which was on Thursday, May 17th. There were approximately 680 bicyclists just in Southwest Contra Costa County. The overall bicyclist participation in Contra Costa County was 1900.
Action item: Next year look at more locations for energizer stations in San Ramon.
5. NEW BUSINESS
5.1 San Ramon Valley School Bus Program – Survey results
At the last TDM Advisory meeting, the San Ramon Valley School Bus Program was raised. The City of San Ramon, Town of Danville, and the San Ramon Valley Unified School District (SRVUSD) sent out a survey to all parents who have a child registered in the SRVUSD to get information on who would participate in a school bus program to get children to and from school. Darlene handed out the survey results to the committee members. This was just an information only item, but the committee members had some questions pertaining to the survey, so staff recommended that Lisa Bobadilla (Transportation Manger for the City of San Ramon) to attend the next TDM Advisory committee to answer specific questions.
Action item: Committee members requested a copy of the PDF of survey for them to review in more detail.
5.2 Student Transit Ticket Program / Carpool Incentive Program
Darlene updated the committee on the Student Transit Ticket Program. This program is to encourage students to take transit to school. Darlene handed out the panel cards to the committee members. These panel cards were sent to schools in the SRVUSD and Lamorinda schools to be inserted in the back to school registration packets.
Darlene mentioned about the Carpool Incentive Program that Cal High and Miramonte High are doing for their students. This program is encouraging students to carpool to school instead of driving alone. 511Conta Costa will provide each driver with a $10 gas card. Then with help from administration staff at these school sites, each carpool participants will be entered into a weekly drawing for a $5 gift card (Starbucks, Cold Stone, Hollywood Video, etc).
Darlene also discussed the FY06/07 Student Transit Ticket Program survey results. There were 1500 (our target was 700) students that participated throughout the Southwest Contra Costa County. Surveys were sent to all participants and 500 surveys were returned. Darlene handed out the survey results to the committee members. For the FY07/08 our target is 1200 students, and to date we have 476 students registered.
5.3 Spare the Air 2007
Darlene informed the committee that the Spare the Air season as started. 511 Regional Rideshare is offering free transit on the first 4 Spare the Air days. Travel free, all day, on most participating transit services, with the exception of BART, Caltrain, ACE and the ferries, where transit will be free until 1:00 PM on the first four Spare the Air, non-holiday weekdays. The 2007 Spare the Air season runs from June 1st though October 12th.
5.4 511 Contra Costa Annual Report
Darlene included the 511 Contra Costa Annual Report in the TDM packet mailing. This report is for the committee to review and there were no questions.
COMMITTEE MEMBER ITEMS
6.1 Round table discussion
Harvey Riggs, spoke about the new Route 135 that goes up through Dougherty Valley to the Dublin/Pleasanton BART station. He would like to see an improvement with this route and he is working with County Connection on providing a stop bus at the San Ramon Regional Medical Center and weekend transportation for the Dougherty Valley residents. He would like to see this route be successful.
Kevin Horan, spoke about the night time population at DVC San Ramon campus and he would like to see Route 135 to service this population of students. As of right now, Route 135 does not run at night. He also mentioned that he has seen an increase of students riding the bus.
There being no further business, the meeting was adjourned at 12:23 p.m. The next regular meeting is scheduled for October 2, 2007 in the Transportation Conference Room, 3180 Crow Canyon Place, Suite 145.
