County Connection Citizen Advisory Committee (CAC) Status Report
Harvey Riggs reported that the CAC made a presentation to the County Connection
Board regarding the proposed budget cuts. Harvey stated there will be another
presentation on transportation bus line at the next CAC meeting. Harvey also
reported that PJ Dhoot was appointed Chair and he was appointed Vice Chair.
4.2 Active Residential Traffic Calming (RTC) Streets Status Report
PJ Dhoot gave status report on the following RTC streets:
Woodcrest Drive – staff received 11 out of 29 petitions. Staff is expecting to
receive more petitions to reach the 75% requirement for RTC.
Harvey Riggs suggested that committee members drive through Woodcrest Drive and Porter Drive and pay particular attention to the grade on Porter Drive then formulate their own opinions if speed humps are viable option. Harvey said that he doesn’t see the rationale why people will cut through Westchester Drive to go to high school or cross the speed humps when Calais Drive is not only a residential street but also a school zone with 25 mph speed limit. He also suggested that staff develop a City letter under the RTC that goes to residents in areas were speed is an issue. This effort will make them aware of their driving patterns and hopefully reduce the speeding problem.
4.3 Review Draft Criteria for Installation of Traffic Control Devices

PJ Dhoot completed the installation of Radar Speed Display signs at all four
locations. She also asked TAC to check out the locations and give staff some
feedback about the effectiveness of the RSDS. PJ also met with Public Services

Cindy Yee requested the TAC to review the draft documents which were included in
the TAC packet and provide comments and revisions as appropriate. Modifications
will be incorporated into a final document which will be forwarded to the
Planning Division and the City Council for review and adoption. With its
adoption, Cindy indicated that it will make San Ramon compliant with Measure J.

and County will continue to use the Level of Service (LOS) as a means of
monitoring traffic congestion which is consistent with any type of development
projects and/or traffic studies.

responded that she will get clarification on this item from the engineering
department. Peter also wanted information on library hours standard. Harvey
Riggs commented that the San Ramon residents paid additional fees to maintain
longer library hours and to rethink about cutting their hours of operation.
Cindy elaborated on the formula that justifies cutting back on the number of
hours, nevertheless she will review the comments provided by the TAC.
Bobadilla gave an update on the Back to School Registration Update on Darlene
Amaral’s behalf. She explained the Transit Ticket Program which provides free
transit tickets to students in the San Ramon Valley, Danville, Alamo and
Lamorinda students. This has been a very successful program with the number of
participation increasing from year to year. To date, about 2,400 tickets were
distributed to participating students. This program is good while supplies last
due to budget constraints.
5.3 Request for Permit Parking Extension
Bobadilla informed the TAC that staff received a request to extend permit
parking along Broadmoor Drive which has an existing permit parking from Monday
through Friday from 7 am to 4 pm. However, within the last couple of months
residents are experiencing a high volume of vehicles and activities at Cal High
which prompted this request. Residents raised similar issues that were
presented to the TAC by residents of Weymouth Court when they requested an
extension of permit parking hours.

related matters, engineering staff for any traffic construction related issues
or go the City Website and or go on-line to use the CRM which directly goes to
specific staff person responsible.

There being no further business, the meeting was adjourned at 7:40 p.m. The next regular meeting is scheduled for October 16, 2008 at the Planning Conference Room.
