TRANSPORTATION DEMAND MANAGEMENT (TDM) ADVISORY COMMITTEE

1.         CALL TO ORDER

Committee Members Attending:     Marci McGuire (Chair), Sandy Austin (Vice Chair), Kevin Horan and Susan Gitlin

Committee Members Absent:      None

Council Members Attending:    None

Guest Attending:   None                               

Staff Members Attending:                  Darlene Amaral

The meeting was called to order by Marci McGuire (Chair) at 11:08 a.m.

2. REVIEW AND APPROVAL MINUTES

The minutes of the October 6, 2009 meeting were approved as written.

3.        PUBLIC COMMENT

 None

4.        UNFISHISHED BUSINESS

4.1       Transportation Commuter Fairs/Events

Darlene Amaral gave an update on her efforts to market/educate the Southwest Contra Costa employers on using commute alternatives by signing up for the 511 Contra Costa incentive programs.     She suggested doing an event soon at the DVC Campus.  The monthly tabling at AT&T will continue throughout 2010, plus Sandy Austin would like to have 2 Transportation Commuter Events. 

Action item:  Darlene to follow up with DVC San Ramon to plan a commuter fair event.

4.2       2009 Employer Transportation Survey

Darlene informed the committee that the contract for JD Franz was extended to June 2010 since more time was needed to write and finalize all the reports.

Action item: Darlene to work with JD Franz on finalizing the survey data and report writing.  This will be an ongoing agenda item for 2010. 

4.3       TDM Report to Council

Darlene informed the committee that the date has been changed again for the TDM Annual Report to Council.  The presentation to the City Council is scheduled on Tuesday, January 26, 2010.  Marci McGuire (Chair) will do the presentation.

Action item:  Darlene will work with Marci on updating the staff report and PowerPoint presentation. 

5.         NEW BUSINESS

5.1 Review Meeting Dates 2010

The committee reviewed the dates for 2010. A discussion took place and one of the dates the committee agreed to change was the July meeting which was due to the July 4th holiday.

    • April 6, 2010
    • July 6, 2010 – New date July 13, 2010
    • October 5, 2010
      • The October meeting will be a luncheon meeting.

Action item:  Darlene to send changes to the City Clerks department.

5.2       Review TDM Work Plan 2010

Darlene handed out the TDM Work Plan for 2009/2010.  No comments were received from the committee members.

Action item:  No action needs to be taken.

5.3       TDM Appointments to City Council

Darlene informed the committee the one committee member term expires on January 31, 2010.  To date, the City Clerk’s office has received two applications, one renewal from Marci McGuire and one new application.  The new applicant didn’t meet the requirements for the TDM committee, so Darlene will continue to recruit for the vacant position.  The item for the renewal will go to City Council on Tuesday, February 9, 2010.

Action item:  Darlene to prepare the staff report for the City Council meeting. 

5.4       Bike to Work Day 2010

Darlene informed the committee that Thursday, May 13, 2010 is Bike to Work Day.  She also mentioned that 511 Contra Costa is trying to increase the number of PM energizer stations throughout Contra Costa County. 

Action item:  Darlene to send the committee the “draft” flyer and any updates for the Bike to Work Day.  This will be an ongoing agenda item for 2010.

There being no further business, the meeting was adjourned at 12:34 p.m.  The next regular meeting is scheduled for April 6, 2010, in the Transportation Conference Room, 3180 Crow Canyon Place, Suite 145.
