1.       CALL TO ORDER

Committee Members Attending:        Sandy Austin (Chair), Sheri Glaser (Vice Chair), Marci McGuire, Ann Uawithya, and Marlisa Zamora

The meeting was called to order by Sandy Austin (Chair) at 11:35 a.m.

2. REVIEW AND APPROVAL MINUTES

M/S/C/U (McGuire/Uawithya) to approve the May 21, 2012 meeting minutes as written (3-0).

3. PUBLIC COMMENT

None

4.  UNFISHISHED BUSINESS

4.1  Transportation Commuter Fairs/Events

Lisa Bobadilla, Transportation Division Manager, provided the update. A summary of the update is listed below:

  • The Association for Commuter Transportation (ACT) is hosting a commuter fair at the San Ramon Community Center on July 19, 2012 from 11:00am-1:00pm. The purpose is to educate employers about commuter programs that are available to their employees.
  • Committee members who have not hosted a commuter fair/event at their worksite should plan the event with Darlene Amaral, Transportation Analyst.
  • Spare the Air alerts were issued out so far this summer, so it would be good to promote Spare the Air at worksites.
  •  AT&T is working with the Tri-Valley Resource Team to do the Extreme Commute Makeover, and will check in with Sandy about the status about that.
  • Sheri Glaser may host a commuter event in the Fall perhaps coinciding with the Emergency Preparedness Event.
  • Ann Uawithya requested brochures that she could take to the DVC San Ramon Campus.

Action item:  No action needs to be taken.

4.2       Guaranteed Ride Home Program – presentation by Linda Young, TDM Program Manager, WCCTAC/511 Contra Costa

Linda Young presented the item to the TDM Advisory Committee. Ms. Young stated that the 511 Contra Costa Guaranteed Ride Home (GRH) Program will be moving toward the self-directed process effective January 1, 2013. The program will provide the following services to registered participants on an annual basis:

  • Two full trip reimbursements; and
  • Four 50% reimbursements.

Ms. Young stated that as of July 1, 2012 the vouchers will only be valid until December 31, 2012. Ms. Young stated that everybody registered in the program will be notified of the changes to the GRH program in October 2012. Ms. Bobadilla asked if letters will be sent to employers in Contra Costa County notifying them of the change. Ms. Young stated that she will notify other TDM Program Managers about the change, and then will discuss the mailing.

Action Items: No action needs to be taken.

5.        NEW BUSINESS

5.1       Great Race for Clean Air 2012

Ms. Bobadilla stated that AT&T won the Great Race for Clean Air 2011, and Ms. Amaral will provide an update at the next meeting.

Action item: Ms. Amaral to provide an update at the next TDM Advisory Committee meeting.

5.2       Association for Commuter Transportation (ACT)

Ms. Bobadilla stated that the commuter workshop is from 11:00am-1:00pm, and would be good for everyone to attend to learn about employer commute programs.

Action Items: No action needs to be taken.

5.3       Altamont Commuter Express (ACE) Train – Update

Marci McGuire provided the update. She stated that ACE Board approved the new fourth train, and ACE is going to provide bus service for a new fourth train for the morning trip that is coming from the Central Valley to Pleasanton. Ms. Bobadilla asked what time the train will start; Ms. McGuire stated that she does not have the final schedule yet. Ms. Bobadilla asked when the train will start running; Ms. McGuire stated that ACE would like to start services October 1, 2012, and will provide full funding for the change of services.

Action Items: No action needs to be taken.

5.4       County Connection Changes 2012 – Update

Ms. McGuire stated that she does not have a current list of what County Connection will change. The changes will be made in mid-August, and Ms. McGuire will provide the changes to Ms. Amaral.

6.   COMMITTEE MEMBER ITEMS

6.1       Current updates local/regional TDM related items

In summary, the following items were discussed:

  • Ms. McGuire asked if SB 1339 passed. Ms. Young stated that it has been sent to the Governor’s office, and it is anticipated that he may sign it in September.
    • The bill would authorize the Metropolitan Transportation Commission (MTC) and the Bay Area Air Quality Management District (BAAQMD) to jointly adopt a commute benefit ordinance that requires covered employers operating within the common area of the 2 agencies with a specified number of covered employees to offer those employees certain commute benefits.
    • Large employer sites would be required to notify their employees of commuter programs.
  • Ms. Bobadila stated that SB 1339 should be included in the next meeting agenda.
  • Ms. Bobadilla stated that she will provide an update on the I-680 Project at the next meeting.
  • Ms. McGuire inquired about a new survey.

Action Items: Ms. Amaral to include SB 1339, I-680 Project Update, and the survey on the next TDM Advisory Committee meeting agenda. 

7.         ADJOURNMENT

There being no further business, the meeting was adjourned at 12:25p.m.  The next regular meeting is scheduled for September 17, 2012 in the Transportation Conference Room, 2401 Crow Canyon Road.
