1.       CALL TO ORDER

Committee Members Attending:       Sandy Austin (Chair), Marlisa Zamora, Marci McGuire, and Ann Uawithya

The meeting was called to order by Sandy Austin (Chair) at 11:36 a.m.


M/S/C/U (Austin/Uawithya) to approve the July 16, 2012 meeting minutes as written (3-0). Marci McGuire was not present during approval of minutes.




4.1       Transportation Commuter Fairs/Events

Darlene Amaral, Transportation Analyst, presented the item. Mrs. Amaral stated that AT&T won the “Extreme Commute Makeover” through the Tri-Valley Resource Team. The project is to help improve carpooling and vanpooling at AT&T, and help AT&T with their preferred parking program. Ms. Austin stated that the AT&T commuter event went very well; the tabling every month helps gets carpool/vanpool information out to the employees. Mrs. Amaral reminded the committee members to select a date to host a transportation commuter fair or event at their employer site to educate their employees on commute alternatives and that  she can provide assistance.

Action item:  No action needs to be taken.

4.2       Great Race for Clean Air 2012

Mrs. Amaral stated that the Great Race for Clean Air started out with the Tri-Valley Resource Team, now it is a Bay Area Air Quality Management District project. Mrs. Amaral stated that AT&T is a part of the program, and stated that it is not too late to sign up for the race. Mrs. Amaral stated that she will send a link to everyone to sign up their employer to join the race. 

Action Items: No action needs to be taken.

4.3       Association for Commuter Transportation (ACT)

Mrs. Amaral provided the committee members with ACT information. Mrs. Amaral stated that it is another way for employers to be notified about TDM information through meetings, conferences, and e-mails. Ms. McGuire stated that ACT also provides information about transportation lobbying that is happening in Washington D.C.

Action Items: No action needs to be taken.

4.4       Altamont Commuter Express (ACE) Train - Update

Ms. McGuire stated that County Connection agreed to start services October 1, 2012 which will provide a connection (Route 92X) for the new ACE morning trip for the 01 train, and for the new 07 train. ACE is providing the funds for the County Connection route. The ACE afternoon trips are all staying the same.

Action Items: No action needs to be taken.

4.5       County Connection Changes 2012 – Update

Mrs. Amaral provided the update. She stated that she has not gotten any changes. Ms. McGuire stated that the only thing County Connection changed were the school bell times. Ms. McGuire stated that if County Connection is planning any changes it will not be until the end of December.

Action Items: No action needs to be taken.

5.        NEW BUSINESS

5.1       SB 1339 – Regional Commuter Benefit

Mrs. Amaral provided the committee members handouts about SB 1339. Mrs. Amaral stated that it is a 4-year pilot program to enable the Bay Area Air Quality Management District (BAAQMD) and the Metropolitan Transportation Commission (MTC), to jointly adopt a regional commute benefit requirement. Employers with 50 or more full-time employees would have the flexibility to offer their employees one of the following:

  • The option to pay for their transit, vanpooling or bicycling expenses with pre-tax dollars, as allowed by federal law;
  • A transit or vanpool subsidy up to $75 per month;
  • A free shuttle or vanpool operated by or for the employer.
Mrs. Amaral stated that she has not heard if this bill has passed, but agencies are preparing for the change. Contra Costa Transportation Authority (CCTA) and 511 Contra Costa are looking to adopt a Countywide TDM Ordinance to add the SB 1339 requirements if it is passed.

Action Items: Mrs. Amaral to provide any future updates.

5.2       511CC Countywide Employer Survey

Mrs. Amaral stated that CCTA has asked 511 Contra Costa to conduct a countywide overall survey. Mrs. Amaral stated in the past the surveys were divided by regions. Mrs. Amaral stated that the survey would be sometime in FY 2013/2014. Mrs. Amaral stated that she will be meeting with the other 511 Contra Costa TDM regional managers to come up with a survey, and survey week.

Action Items: Mrs. Amaral to provide any future updates.


6.1       Current updates local/regional TDM related items

In summary the following items were discussed:

  • Mrs. Amaral stated that Whole Foods is now selling the Clipper Cards.
  • Mrs. Amaral stated that she is trying to get County Connection to be a retailer at Whole Foods.
  • Mrs. Amaral stated that the DVC San Ramon campus bookstore sells County Connection tickets in Dougherty Valley.
  • Ms. McGuire asked if BART will sell the blue tickets in San Ramon, Mrs. Amaral stated that they will not be selling them.
  • Ms. McGuire stated that there is now a $3.00 fee for a blank Clipper Card.
  • Mrs. Amaral stated that there are two events for Clipper Cards planned at the San Ramon Senior Center, and will send the dates for those events to the committee members.
  • Ms. McGuire stated that she would like an update from Linda Young regarding the 511 Contra Costa Guaranteed Ride Home Program.

7.         ADJOURNMENT

There being no further business, the meeting was adjourned at 12:34p.m.  The next regular meeting is scheduled for November 19, 2012 in the Transportation Conference Room, 2401 Crow Canyon Road.
