1.         CALL TO ORDER

Committee Members Attending:        Marci McGuire (Chair), Susan Gitlin, and Sandy Austin

The meeting was called to order by Marci McGuire (Chair) at 11:04 a.m.


The minutes of the October 4, 2011 meeting were approved as written.




4.1       Transportation Commuter Fairs/Events

Darlene Amaral gave an update on her efforts to market/educate the Southwest Contra Costa employers on using commute alternatives by signing up for the 511 Contra Costa incentive programs. Mrs. Amaral stated that she is currently working on sending a TDM newsletter for the New Year to send to southwest Contra Costa County employers to notify them of 511 Contra Costa incentive programs. Mrs. Amaral stated that she would like to have a transportation commuter fair at PG&E before Bike to Work Day 2012; unfortunately her contacts will be leaving the San Ramon PG&E location, but they left her with a new contact person to move forward with an event. Mrs. Amaral stated that she and her contact person at Whole Foods would like to hold a transportation commuter fair before Bike to Work Day 2012, and Mrs. Amaral will be meeting with her later this month. Mrs. Amaral also states that she would like to host another “Lamorinda” event, since she is the Southwest Area Contra Costa County Representative. In 2010, she held an event in Lafayette, so she could meet with Moraga, Orinda, and Lafayette employers and would like to do something similar. Mrs. Amaral continues to meet with AT&T on a monthly basis as well and mentioned that AT&T won the Great Race for Clean Air Challenge.

Action item:  No action needs to be taken.

4.2       TDM Annual Report to City Council

Mrs. Amaral mentioned that the committee voted and was approved to do the annual report on Tuesday, February 28, 2012.  Marci McGuire (Chair) will present to City Council. Mrs. Amaral said that the focus of the report will be on the calendar year 2011.

Action item:  Mrs. Amaral to work with the committee members on the staff report and power point presentation. The presentation will be held on February 28, 2012.

4.3       TDM Advisory Committee By Laws

Mrs. Amaral stated that the TDM Advisory Committee By Laws are on the Policy Committee Agenda for January 25, 2012. The meeting will be held at 4:00pm at City Hall, and Marci McGuire will attend the meeting with Mrs. Amaral. The main focus of the meeting is to get the approval to change meetings from quarterly to bimonthly, and change language on “Committee’s Main Objective” to state that each committee member will hold one event at their work site. Mrs. Amaral stated that there will be two Alternates since those were approved changes by the Policy Committee. The TDM Advisory Committee By Laws will go to City Council potentially in February 2012.

Action item:  No action needs to be taken. 

5.        NEW BUSINESS

5.1       TDM Appointments to City Council\

Mrs. Amaral stated that Thomas has resigned, and he suggested that one of his staff members to apply. TDM Appointments are scheduled for the February 14, 2012 City Council Meeting.

Action item: No action needs to be taken.

5.2       Meeting dates for 2012

Mrs. Amaral asked the TDM committee members what days would be best to meet. The committee members voted and approved of meeting on the third Monday of the month from 11:30am-1:30pm in the Transportation Conference Room located at 2401 Crow Canyon Road. Meetings will be bimonthly.

Action item: Notify the City Clerk of meeting dates.

5.3       Bike to Work Day 2012

Mrs. Amaral stated that she is the Contra Costa County Bike to Work Day Coordinator for 2012. She mentioned that she will attend monthly meetings to plan for the event.  Mrs. Amaral talked about the setup for the energizer station in San Ramon. Marci McGuire asked committee members for suggestions for energizer station setup for her work site.

Action item:  Mrs. Amaral to attend monthly meetings for the event, and will update the TDM members on any information regarding the event.

5.4       Southwest Contra Costa County Employer Survey

Mrs. Amaral provided the update on the item; she stated that she will not survey the employers for 2012. 511 Contra Costa would like to rethink how they survey, and are thinking about surveying for Fiscal Year 2013-2014. The survey will most likely be a commuter profile for all of Contra Costa County, not just the traditional Southwest Contra Costa County Employer Survey.

Action item: Item will be brought back in 2013 depending on direction from 511 Contra Costa.


6.1       Current updates local/regional TDM related items

Mrs. Amaral stated that the City of San Ramon will not be selling the blue high value BART tickets. BART would like commuters to purchase Clipper Cards, online or at any Walgreens. On January 13, 2012 BART is coming to the San Ramon Senior Center to talk about the Clipper Card program. Mrs. Amaral said she would attend the meeting.

Susan Gitlin stated that her office has relocated outside of San Ramon, and today’s meeting is her final TDM meeting.

7.         ADJOURNMENT

There being no further business, the meeting was adjourned at 12:10 p.m.  The next regular meeting is scheduled for March 19, 2012 in the Transportation Conference Room, 2401 Crow Canyon Road.
