The City of San Ramon has begun the process of developing the operating budget for Fiscal Year 2026/27 (FY27), which begins on July 1, 2026 and ends on June 30, 2027.
The City Council is required to pass a balanced budget no later than June 30, 2026, which will be effective July 1, 2027.
As part of the regular City Council Meeting on Tuesday, March 24, San Ramon's Director of Finance, Jennifer Wakeman, gave a presentation to initiate the FY 2026–27 budget development process, which included:

- Budget Timeline
The next step in the budget process will take place at the City Council Meeting on Tuesday, April 28, 2026, with a focus on revenues.

Financial Resilience Framework
October 28, 2025
At the City Council Meeting on October 28, 2025 Jennifer Wakeman, the City’s Director of Finance, gave a Financial Resilience Framework presentation, reviewing the City’s current financial situation.
- Over the past five fiscal years, the City of San Ramon has seen an average increase in the structural deficit of 5% a year.
- The main contributor to the deficit is expenditures outpacing revenues: over the last five years revenues have increased by an average of 4% a year, while expenditures have increased by an average of 9% a year.
- For Fiscal Year 2025/26 (FY26), $10m in Measure N funds have been allocated to cover the structural deficit with another $1.9m appropriated to discretionary expenditures.
As the City moved into the mid-year budget review and prepared for the FY27 budget development process, Wakeman outlined guidelines to help with cost containment while the City Council makes decisions about fiscal sustainability:
- No new programs or positions without tradeoffs
Staff will only propose changes to existing programs/staffing with a corresponding reduction elsewhere in the program expenditure budget or with a substantiated revenue increase.
- No spending money the City doesn’t have
The City will only commit to spending money that has been received and will not count on money that is projected to be received in the future.
- No unsustainable commitments
The City will consider the long-term cost commitments of new items/projects and ensure that on-going costs fit into a plan for fiscal sustainability.
