This week, the City of San Ramon welcomed Scott Koll as San Ramon’s new Deputy City Manager. Koll brings nearly two decades of local government experience, most recently as Deputy City Manager for the City of San Leandro.
“We are very excited to welcome Scott to San Ramon,” said City Manager Steven Spedowfski. “His skill set and experience will be a wonderful addition to the City’s team. We look forward to the valuable contributions he will make to our community.”
Koll first joined local government as a Community Services Officer in Roseville, CA in 2003. He was subsequently promoted to Supervisor, where he first gained exposure to criminal forensics, municipal legislative advocacy, and financial management.
In 2015, Koll and his husband relocated to the Bay Area, where he joined the City of San Leandro as its first Police Business Manager. He managed its $40 million budget and its Federal and State grants.
In 2017, he transferred to the Finance Department to assist with budget and other special projects. Upon the retirement of the City’s former Budget Manager, Koll took over the role of Financial Services Manager in February 2021. He was responsible for developing its biennial budget and managing the City’s approximately $200 million operating budget, along with its risk management program.
In 2022, Koll became a Deputy City Manager with San Leandro. While there, he was responsible for the City’s parking, sustainability, emergency preparedness, and risk management programs. During that time, he also served as Acting Finance Director, then Acting Recreation Director.
“I want to express my sincere gratitude to City Manager Spedowfski for the opportunity to serve the residents and stakeholders of San Ramon in this role,” said Koll. “I look forward to contributing to the ongoing efforts to preserve and enhance the exceptional quality of life in San Ramon.”
Before beginning his career in local government, Scott had the opportunity to teach both English Literature and Philosophy courses in Minnesota, where he was born and raised. He holds Bachelor’s degrees in both subject areas, and a Master’s of Public Affairs (MPA) from the University of California, Berkeley.
