 Overview

On September 28, 2022, Sunset Development announced the purchase of Chevron’s 92-acre, 1.3-million-square-foot “Chevron Park” campus in Bishop Ranch off Bollinger Canyon Road.

Several public study sessions were held on the potential redevelopment of the property in 2022 and 2023 (see below for additional details).

On December 12, 2023, the San Ramon City Council approved the General Plan 2040 Update, which includes the re-zone and re-designation of the land use of the Chevron Park property ("The Orchards") to Downtown Mixed Use-South. The specifics of the General Plan 2040 Update and rezoning approvals can be found here.

On November 21, 2024, Sunset Development Company submitted formal applications for The Orchards redevelopment project. The applications were deemed complete on March 26, 2025.

Environmental analysis is underway, and several public meetings were conducted by the Architectural Review Board in May and June 2025 related to project site design and architecture.

On June 24, 2025, Sunset Development filed a Preliminary Housing Development application and rescinded their applications to amend the General Plan and Zoning Ordinance for The Orchards. The project plans consisting of a total of 2,510 residential units and their site layout remain unchanged, but Sunset will no longer pursue the initial proposal to reduce the General Plan and Zoning standard for minimum Floor Area Ratio from 1.25 to 0.5.

Public hearings will be conducted once the environmental analysis is complete. 

 Current Status

On November 21, 2024, Sunset Development Company submitted formal applications for the Orchards Development Project located at 6001 Bollinger Canyon Road (formerly the Chevron Corporation Office Park). The applications were deemed complete on March 26, 2025. The Project is currently being analyzed in relation to local and state standards including the General Plan, Zoning Ordinance, California Environmental Quality Act (CEQA), etc. Public review will take place as part of this next phase with public hearings to be scheduled once the environmental analysis is complete.

As of June 24, 2025, the Applicant has filed the following applications for the Orchards Project:

  • General Plan Amendment (rescinded on Jun 24, 2025)
  • Zoning Ordinance Text Amendment (rescinded on June 24, 2025)
  • Preliminary Housing Development Application (filed on June 24, 2025)
  • Development Agreement (filed on November 21, 2024)
  • Development Plan (filed on November 21, 2024)
  • Major Subdivision (filed on November 21, 2024)
  • Architectural Review (filed on November 21, 2024)
  • Tree Removal Permit (filed on November 21, 2024)

The project consists of three Districts with a total of 2,510 residential units:

  • Mixed-Use District
  • Multi-Family District
  • Neighborhood District

The project description identifies a General Plan and Zoning Ordinance Text Amendment to eliminate the Sitewide Floor Area Ratio Development Standard, and subdivision of the existing 92-acre site into 191 lots to create the three Districts.

The proposed vesting tentative map and development plan applications would allow for the development of the Neighborhood District which consists of 230 single-family homes, 138 attached multi-family townhomes, and 58 optional accessory dwelling units (ADUs), along with associated site and landscape improvements within this District.

The vesting tentative map, which would allow the property to be subdivided into individual lots for sale, and development plans for the remaining two Districts—the Mixed-Use and Multi-Family Districts—will be submitted as a future application.

The full project area is 92 acres consisting of three Districts, and includes the integration of a centralized park, recreational amenities, a minimum of 125,000 square feet of new retail/commercial/entertainment uses, and a variety of residential units (including single-family homes, townhomes, stacked flats, vertical mixed-use and multi-family apartments) which would be developed over the next 20 years.
