In accordance with the Fair Maps Act, four (4) public hearings were conducted as part of the redistricting process. These public hearings took place at City Council meetings on the following dates:

 Public Hearing # 1 - Education and Introduction of Public Outreach

On November 9, 2021, the City Council held the first Public Hearing on the redistricting process. Demographer Michael Wagaman presented an overview of the redistricting process, including the timeline, an explanation of redistricting, opportunities for public input, and more.

 

 Public Hearing # 2 - Consideration of Public Input and Preliminary Discussion

The second Public Hearing on the redistricting process took place as part of the City Council Meeting on Tuesday, January 25, 2022 at 7 p.m.

The City Council received additional input on communities of interest and established priorities for redistricting criteria. Comments received from the public were considered by the City Council when providing direction to the demographer, who will develop the first set of draft maps for the next public hearing.

 Public Hearing # 3 - Consideration of Draft Maps and Direction on Refinement

The third Public Hearing on the redistricting process took place as part of a Special City Council Meeting on Thursday, February 17, 2022 at 7 p.m. via teleconference.

The fourth Public Hearing on the redistricting process took place as part of the City Council Meeting on Tuesday, March 22, 2022 at 7 p.m.

The San Ramon City Council selected a proposed final map (Pine) of updated district boundaries, and directed staff to bring a resolution to formally adopt this map at the City Council Meeting on Tuesday, April 12.

The City of San Ramon was required to adopt a final district map by April 17, 2022.

Action taken: The City Council received the report, asked informational questions of staff, and invited Public Comment. No additional action was required at this meeting.

 

 History of Redistricting in San Ramon

The City of San Ramon began the process of moving to district-based elections on February 12, 2019, with a Resolution of Intent to move from at-large elections to district-based elections for the Mayor and all City Council seats.

The process of moving to District Elections concluded on June 25, 2019, with the adoption of an ordinance amending the San Ramon Municipal Code to establish a District Election process. The first District Election took place in November 2020, with the Mayor elected at-large, and two City Council members elected by district (Districts 1 & 3). In November 2022, the Mayoral seat will again be elected at-large, and Council members for District 2 & 4 will be elected by district.

What is redistricting?

Every ten years, districts must be redrawn so that each district is substantially equal in population. This process, called redistricting, is important in ensuring that each city councilmember represents about the same number of constituents. In the City of San Ramon, the City Council is responsible for drawing council districts. Redistricting is done using U.S. Census data, which is released around March 31, 2021. For the City of San Ramon, the redistricting process must be completed by April 17, 2021.

Why does redistricting matter to me?

Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a councilmember. The City Council will seek input in selecting the next district map for our City Council. You have an opportunity to share with the City Council how you think district boundaries should be drawn to best represent your community.

What criteria will our City Council use when drawing district lines?

To the extent practicable, district lines will be adopted using the following criteria: (1) geographically contiguous districts (each city council district should share a common border with the next), (2) the geographic integrity of local neighborhoods or communities shall be respected in a manner that minimizes its division, (3) geographic integrity of a city shall be respected in a manner that minimizes its division, (4) easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, rail lines, etc.), and (5) lines shall be drawn to encourage geographic compactness. In addition, boundaries shall not be drawn for purposes of favoring or discriminating against a political party.

How will our City Council notify the public about redistricting?

The City Council will reach out to local media to publicize the redistricting process. Also, we will make a good faith effort to notify community groups of various kinds about the redistricting process. Our public hearings will be provided in applicable languages if residents submit a request in advance. The City Council will notify the public about redistricting hearings, post maps online before adoption, and create a dedicated web page for all relevant information about the redistricting process.
